Burnham's Britain
Well here we are, the end of the first week of the Burnham premiership. Mon=
day saw the new prime minister sweep into Downing Street, boot out a number=
of high profile cabinet members (no tears were shed for Reeves or Hermer i=
n the TPA office), and promise a =E2=80=98ten year plan=E2=80=99 to renew t=
he country. There can be little doubt that Andy Burnham's a better communic=
ator than his predecessor but anyone dreaming that the Burnham era will bri=
ng us to the sunlit uplands is probably in for a rude awakening. But first =

1 Million more taxpayers
The King in the North may have spent a large chunk of the week churning out=
policy announcements (more on that later), but what=E2=80=99s the actual r=
eality of the situation in Britain today?=C2=A0
New analysis from the TPA eggheads this week revealed that there are expect=

Our latest briefing note shows 500,000 more people will pay the basic rate =
of income tax this year while 410,000 more will pay the higher rate, and an=
extra 70,000 will pay the additional rate on the 2025-26 numbers. On avera=
ge, taxpayers will pay =C2=A3640 more in income tax this year than in 2024-=

Burnham can talk about the cost of living all he likes but the reality is t=
hat tax is the main reason there=E2=80=99s pressure on household budgets. A=

Burnham=E2=80=99s bonkers death tax
There are few things that really unite the country nowadays, but inheritanc=
e tax is one of them. Widely seen as Britain=E2=80=99s most hated tax, TPA =

Those of you with better memories may recall Burnham=E2=80=99s previous sti=
nt in government when he was health secretary at the end of the Brown era. =
His big not-so-bright idea was to extend the death tax to all estates, rega=

Fast forward to today and he=E2=80=99s still calling for a =E2=80=98nationa=
l care service=E2=80=99 and his dreadful inheritance tax plans have reared =
their ugly head once again.=C2=A0
John wasted no time in putting pen to paper and used the lead comment secti=
on in the Daily Mail to speak up for grieving families and hard-working tax=

ility to do something for the people we love best is the most basic right i=
n an economy based on property ownership. And it's the primary reason why t=
he concept of a communist society sends an instinctive shudder through most=
people's veins. Mr Burnham's scheme, which forms no part of the manifesto =
that saw Labour elected two years ago, will undermine that right. It will c=
ause untold damage to the economy, all for a shapeless, uncosted 'national =
care service' that might as well be called the Bottomless British Money Pit=

As mentioned, it was certainly a policy heavy week from our new leader. Alm=
ost every day brought a new announcement, the latest policy flashing before=
my bleary eyes every morning. As ever with a Labour government though, the=
key question of where the money=E2=80=99s coming from remained unanswered.=
So let=E2=80=99s take a look at them.
Pledge 1 - Ending rough sleeping
A noble goal to be sure, there=E2=80=99s no doubt about that, and something=
our new prime minister tried to do in Manchester. Unfortunately he didn=E2=
=80=99t quite manage it up there but I=E2=80=99m sure it=E2=80=99ll work th=
is time, right? I mean, surely the head of the government can just declare =
things and they=E2=80=99ll happen.=C2=A0
Of course in the real world, things are never that simple and major social =
problems can=E2=80=99t be solved by government diktat. The =C2=A3340 millio=
n over five years is supposedly coming from =E2=80=98uncommitted=E2=80=99 b=
udgets in the housing department. Nice to know there=E2=80=99s apparently b=
een extra cash in the system all this time.
Not the most convincing start.
Pledge 2 - Removing VAT from electricity bills
A tax cut! Now we=E2=80=99re talking! Yes, it=E2=80=99s technically a mild =
complication of the VAT system but ultimately, it will reduce electricity b=
ills. That being said, there=E2=80=99s every chance the price cap will be h=
iked again before then so you might not really notice the 86p a week it=E2=
=80=99ll save you.=C2=A0
Still, a tax cut is a tax cut. Unfortunately, while its =C2=A3850 million p=
rice tag is supposedly being funded by the scrapping of digital ID, since t=
he digital ID scheme is itself unfunded, there=E2=80=99s no money backing t=
his one up.=C2=A0
Strike 1.
Pledge 3 - =C2=A32 bus fare cap
Undoing their own increase to the fare cap will certainly help those relian=
t on buses for getting to and from work or into town for the shopping. That=
ministers think cheaper travel is only deliverable by yet another subsidy =
is perhaps the bigger problem, but I digress.
The =C2=A3500 million it=E2=80=99s going to cost is supposedly coming from =
switching grants for international climate projects (what on earth are we d=
oing paying for those anyway) to loans. It doesn=E2=80=99t take much to see=
the problems here. Firstly, if you=E2=80=99ve loaned money out, you can=E2=
=80=99t very well spend it at the same time, a nuance that seems to have el=
uded the prime minister. Secondly, there=E2=80=99s no guarantee that the lo=
an will be repaid. This kind of thinking is perhaps part of why the public =
finances are in such a parlous state.
Strike 2.
Pledge 4 - Business rates cut for pubs
As someone who=E2=80=99s quite partial to popping out for a few sherbets, I=
=E2=80=99m always happy with policies that help our precious pubs. These ha=
llowed institutions have taken an absolute battering in recent years. And y=
et, even after this 20 per cent cut to their business rate bills, they=E2=
=80=99ll still be paying almost twice as much as they were when Labour came=
to office.
As to where the =C2=A3100 million it=E2=80=99ll cost is coming from, the de=
tail here is woefully lacking. Ministers say it=E2=80=99ll come from "revie=
wing reliefs for businesses that do not make a positive contribution to loc=
al communities, such as vape shops." I don=E2=80=99t know about you but I=
=E2=80=99m not sure I=E2=80=99m convinced.
Strike 3.
All told we=E2=80=99re looking at around =C2=A31.5 billion. That=E2=80=99s =
a hefty chunk of change but still pales in comparison to overall spending o=
f =C2=A31.2 trillion. The worry is though, if Burnham and his team can=E2=
=80=99t even work out how to pay for the little things, there=E2=80=99s not=
much hope they=E2=80=99ll work it out for the big ones. Which means their =
old favourites of tax rises and more borrowing are likely coming down the l=
ine.

new leader. Almost every day brought a new announcement, the latest policy =
flashing before my bleary eyes every morning. As ever with a Labour governm=
ent though, the key question of where the money’s coming from remain=
ed unanswered. So let’s take a look at them.</p><p style=3D"margin: =
0 0 1.5em 0; line-height: 1.6; color: #15212A;"><u>Pledge 1 - Ending rough =
sleeping</u></p><p style=3D"margin: 0 0 1.5em 0; line-height: 1.6; color: #=
15212A;">A noble goal to be sure, there’s no doubt about that, and s=
omething our new prime minister tried to do in Manchester. Unfortunately he=
didn’t quite manage it up there but I’m sure it’ll wo=
rk this time, right? I mean, surely the head of the government can just dec=
lare things and they’ll happen. </p><p style=3D"margin: 0 0 1.5=
em 0; line-height: 1.6; color: #15212A;">Of course in the real world, thing=
s are never that simple and major social problems can’t be solved by=
government diktat. The £340 million over five years is supposedly com=
ing from ‘uncommitted’ budgets in the housing department. Nic=
e to know there’s apparently been extra cash in the system all this =
time.</p><p style=3D"margin: 0 0 1.5em 0; line-height: 1.6; color: #15212A;=
">Not the most convincing start.</p><p style=3D"margin: 0 0 1.5em 0; line-h=
eight: 1.6; color: #15212A;"><u>Pledge 2 - Removing VAT from electricity bi=
lls</u></p><p style=3D"margin: 0 0 1.5em 0; line-height: 1.6; color: #15212=
A;">A tax cut! Now we’re talking! Yes, it’s technically a mil=
d complication of the VAT system but ultimately, it will reduce electricity=
bills. That being said, there’s every chance the price cap will be =
hiked again before then so you might not really notice the 86p a week it&#x=
2019;ll save you. </p><p style=3D"margin: 0 0 1.5em 0; line-height: 1.=
6; color: #15212A;">Still, a tax cut is a tax cut. Unfortunately, while its=
£850 million price tag is supposedly being funded by the scrapping of=
digital ID, since the digital ID scheme is itself unfunded, there’s=
no money backing this one up. </p><p style=3D"margin: 0 0 1.5em 0; li=
ne-height: 1.6; color: #15212A;">Strike 1.</p><div class=3D"kg-card kg-imag=

ir own increase to the fare cap will certainly help those reliant on buses =
for getting to and from work or into town for the shopping. That ministers =
think cheaper travel is only deliverable by yet another subsidy is perhaps =
the bigger problem, but I digress.</p><p style=3D"margin: 0 0 1.5em 0; line=
-height: 1.6; color: #15212A;">The £500 million it’s going to c=
ost is supposedly coming from switching grants for international climate pr=
ojects (what on earth are we doing paying for those anyway) to loans. It do=
esn’t take much to see the problems here. Firstly, if you’ve =
loaned money out, you can’t very well spend it at the same time, a n=
uance that seems to have eluded the prime minister. Secondly, there’=
s no guarantee that the loan will be repaid. This kind of thinking is perha=
ps part of why the public finances are in such a parlous state.</p><p style=
=3D"margin: 0 0 1.5em 0; line-height: 1.6; color: #15212A;">Strike 2.</p><p=
style=3D"margin: 0 0 1.5em 0; line-height: 1.6; color: #15212A;"><u>Pledge=
4 - Business rates cut for pubs</u></p><p style=3D"margin: 0 0 1.5em 0; li=
ne-height: 1.6; color: #15212A;">As someone who’s quite partial to p=
opping out for a few sherbets, I’m always happy with policies that h=
elp our precious pubs. These hallowed institutions have taken an absolute b=
attering in recent years. And yet, even after this 20 per cent cut to their=
business rate bills, they’ll still be paying almost twice as much a=
s they were when Labour came to office.</p><p style=3D"margin: 0 0 1.5em 0;=
line-height: 1.6; color: #15212A;">As to where the £100 million it&#x=
2019;ll cost is coming from, the detail here is woefully lacking. Ministers=
say it’ll come from "reviewing reliefs for businesses that do =
not make a positive contribution to local communities, such as vape shops.&=
quot; I don’t know about you but I’m not sure I’m conv=
inced.</p><p style=3D"margin: 0 0 1.5em 0; line-height: 1.6; color: #15212A=

can’t even work out how to pay for the little things, there’s=
not much hope they’ll work it out for the big ones. Which means the=
ir old favourites of tax rises and more borrowing are likely coming down th=
