ifications on a par with academic achievement: he said children from 14 wil=
l be able to undergo vocational training and work with local businesses. To=
morrow, he will announce his plans for social care, which the Times reports=
could be some form of a national care service. Bordeaux will grit its teet=
h through a new heatwave today as fires continue to rage nine miles from th=
e city. Benjamin Netanyahu and Volodymyr Zelensky are planning to meet with=
Donald Trump today as they attend Lindsey Graham=E2=80=99s funeral in Wash=

BURNHAM THROWS OFF THE MORTARBOARD
Cast your tie aside and put your hard hat on. Technical qualifications will=
be valued as much as academic ones, Andy Burnham will announce today. Tra=

] in a Times article, the Prime Minister will pledge to =E2=80=98value the =
hard hat every bit as much as the graduation cap=E2=80=99. From September 2=
028, pupils aged 14 and older will be able to gain technical qualifications=
(such as T-levels) and work with local businesses (alongside studying Engl=
ish, maths and science).
The government is fully abandoning the Blairite pledge to get 50 per cent o=
f school leavers to go to university, then. Keir Starmer somewhat started m=
oving away from this a year ago, when he abandoned the target and professed=
a =E2=80=98new ambition=E2=80=99 for two-thirds of children to go to unive=
rsity or take on an apprenticeship.

Burnham writes: =E2=80=98For too long, we=E2=80=99ve built an education sys=
tem around the idea that there=E2=80=99s only one route to success: univers=
ity, a degree, a desk. But somewhere along the way, we sent another message=
too: that if your ambition was to do something that required more technica=
l skills, somehow you were aiming lower. That=E2=80=99s why we=E2=80=99re p=
utting technical education back where it belongs =E2=80=93 not as a second =
thought, but as a first choice.=E2=80=99
Devolution is part of it too: local mayors will be given more control over =
education policy. The PM writes: =E2=80=98Working with mayors, local leader=
s, employers and schools, we=E2=80=99ll identify the industries driving gro=
wth in local areas and make sure that local kids have a clear route into th=
em.=E2=80=99 Ofsted, the school watchdog, will also be told to give greater=
credit to schools that offer technical courses.
The scheme will be paid for, apparently, with previously announced funding =
increases =E2=80=93 namely a proposed =C2=A34.7 billion hike to the educati=
on budget by 2028-29 (this appeared in the spending review last summer).
This is also about welfare, as Burnham says explicitly. More than 430,000 1=
6 to 24-year-olds are claiming sickness benefits, and the PM has said the y=
outh unemployment crisis needs to be tackled to bring the welfare bill down=
=2E He writes: =E2=80=98What=E2=80=99s holding them back isn=E2=80=99t ambiti=
on, but the skills and experience to make the most of it. We know that one =
of the key reasons we have a higher proportion of Neets [young people not =
in education, employment or training] than other countries is our relativel=
y low take-up of technical education, which has been shrinking over the pas=

That paves the way for tomorrow, when Burnham is expected to announce plans=

er: most forecasts say the mercury will reach 37C or even 40C. The wildfire=

terrible, since they can cause winds that spread the wildfire faster, as w=
ell as ignite more fires with lightning. France has never seen one before.
President Emmanuel Macron visited Bordeaux yesterday and said: =E2=80=98The=
situation we=E2=80=99re facing today is the hardest we=E2=80=99ve ever rec=
orded, the hardest since world war two=E2=80=A6 the coming weeks will be to=
ugh, and we must persevere.=E2=80=99

To Washington D.C., where Volodymyr Zelensky and Benjamin Netanyahu will at=
tend the first of two funerals for senator Lindsey Graham, who died earlier=
this month at 71. The first will take place in D.C. today, while the secon=
d will be in his home state of South Carolina tomorrow. Graham died after r=
eturning from a trip to Kyiv (where he met President Zelensky) with a ruptu=
red aorta. He was also the principal Republican supporter of US-Israeli str=
ikes on Iran. Netanyahu said Graham =E2=80=98understood that the security o=
f Israel and America are inseparable=E2=80=99.
Both leaders are planning to meet Donald Trump today. For the Ukrainian Pre=
sident, Washington and Kyiv are starting to discuss peace proposals again, =
to see if anything will change this time. The two conflicts overlapped at t=
he weekend when Ukraine struck an Iranian commercial vessel in the Caspian =
sea, which it said was helping to arm Russia.
For the Israeli Prime Minister, it=E2=80=99s his first face-to-face with Tr=
ump since the start of their Rather Large Adventure together. They meet at =
a more sanguine time: it=E2=80=99s the fourth day of a pause in attacks bet=
ween the US and Iran. Trump said yesterday that the US is in =E2=80=98very =
deep talks=E2=80=99 with the regime, but that =E2=80=98if they don=E2=80=99=
t work out, we will go back to very strong military action=E2=80=99. Tehran=
, of course, has denied that it is in =E2=80=98very friendly negotiations=E2=
=80=99 with the US, and said it wasn=E2=80=99t talking to them directly. It=
now seems to be Oman playing the role of mediator, not Pakistan.
All of this has been gratefully received by the oil markets: Brent crude sa=
nk by more than 9 per cent to $87 a barrel at one point yesterday, compared=
with last week when it was $100. Still a way to go until pre-war levels of=
$70, though we did get there after the two sides signed the memorandum of =
understanding.

ty leader shared a photo of a man in a guillotine-spangled T-shirt on Insta=

=80=99 Many an XTC fan will be appalled to see their signature song abused =
in this manner. A party spokesman said Polanski =E2=80=98immediately unshar=

on X: =E2=80=98If I was to post anything as inciteful then I would expect t=

naturally running high following the death of Ann Widdecombe and ongoing te=

But sorrows come for Reform not in single spies but in battalions. Labour h=
