Week Two of Andy Burnham=E2=80=99s Britain, and we=E2=80=99re going after t=
he benefits scroungers! OK, that=E2=80=99s not quite how No. 10 wants to pu=
t it, but that will be the Prime Minister=E2=80=99s focus: principally, on =
sickness benefits for Neets (young people not in education, employment or t=
raining).

ion. More than two-thirds of young people on the upper tier of support =E2=80=

lopmental conditions. But then again, why wouldn=E2=80=99t they? Today=E2=80=

country to go to university, and he wants to encourage people to take up t=

All eyes on Bordeaux this morning and the question is: will the city of 268=
,000 people be evacuated? Wildfires in Spain and south-west France have now=
forced more than 300,000 people to flee their homes, with the fire current=
ly nine miles from Bordeaux. Evacuation is not on the cards for now but the=
city has smelled of smoke for days. People are being advised to stay indoo=
rs and keep their windows closed, and face masks are being distributed.
President Emmanuel Macron will chair a crisis cabinet meeting this morning.=
The major problem is that a new heatwave is expected, which will make thin=
gs worse (much to our writer Sean Thomas=E2=80=99s alarm [https://spectat=
or.com/article/the-horror-of-a-french-heatwave/?status=3D=

]): the temperature in Bordeaux tomorrow could reach 40C. Police arrested a=
man for smoking in a forest over the weekend, since many of the fires are =
believed to have been started by arsonists or from careless behaviour.

s a slim chance that the fires reach Madrid, and yesterday they were confir=
med as being the country=E2=80=99s largest fires on record, having consumed=
a staggering 50,000 hectares.

In Germany, there were dramatic scenes last night as police shot and killed=
the suspected perpetrator of an =E2=80=98Islamist terror attack=E2=80=99 a=
t Berlin Pride on Saturday night. Abdul Ballout, 21, was believed to have d=
riven a van into a crowd and stabbed multiple people, killing one woman and=
injuring 29 others. Officers fired at him in the Berlin borough of Spandau=
last night as he rushed towards them with a knife. Ballout was a 21-year-o=
ld German citizen of Lebanese background: he had spent several months in ja=
il in Lebanon last year for trying to join Islamic State. On Coffee House, =

ushing $100 a barrel last week, military assets moving to the region and a =
general sense we were heading for all-out war again.
Yet things are escalating between the Saudis and the Houthis in Yemen =E2=80=
=93 in the worst resumption of hostilities since 2022. Experts quoted [ht=

] in the Wall Street Journal say there=E2=80=99s little room for de-escalat=
ion, given that the Houthis are feeling the economic pain of the Saudi bloc=
kade. Add to that the fact that Iran is enjoying the feeling of inflicting =

Speaking of the Middle East, there=E2=80=99s a fascinating leak [https://=

] to the WSJ regarding the late Lindsey Graham. The senator wanted to try t=
o persuade Donald Trump to join Israel in bombing Hezbollah, but had to be =
convinced out of it by Benjamin Netanyahu. Apparently, the Israeli Prime Mi=
nister thought it was too much, too quickly. The revelations come from the =
British documentary-maker Alex Holder, who had extensive access to Graham b=
etween 2023 and his death earlier this month. Graham also said that he =E2=80=
=98almost cried=E2=80=99 after US strikes on Iran began in February, and th=
at the President =E2=80=98loves blowing stuff up=E2=80=99.
=E2=80=98All this is going to rattle the markets.=E2=80=99
READY, STEADY, RATE-SET
Don=E2=80=99t get too excited, but it=E2=80=99s Interest Rate Week! Of cour=
se, the most consequential is the US Federal Reserve=E2=80=99s decision on =
Wednesday. We actually have less of an idea than before Kevin Warsh=E2=80=99=
s tenure started of where it=E2=80=99s going to go. Warsh has told reporter=
s that he intends to be =E2=80=98very curt=E2=80=99 about what future rate =
movements will be =E2=80=93 a break with tradition whereby the Fed has sign=
alled their intention to the markets in advance. Warsh is staying tight-lip=
ped because he thinks central banks have become trapped by their own statem=
ents. In either case, fine inflation figures mean that a rate rise from its=
current level of 3.5 to 3.75 per cent is probably unlikely.
The Bank of England is also expected to hold rates where they are on Thursd=
ay at 3.75 per cent. Better-than-expected inflation figures and unemploymen=
t unchanged on the month made sure of that. Of course, with more disruption=
expected in the Strait of Hormuz, markets are still expecting a rate rise =
before the end of the year. We=E2=80=99ll also get quarterly GDP estimates =
from the EU, US and Canada this week.
It=E2=80=99s a huge day in the AI world, as Chinese company Moonshot releas=
es the =E2=80=98full model weights=E2=80=99 of its Kimi K3 bot today [htt=
ps://platform.kimi.ai/docs/guide/kimi-k3-quickstart?status=3D=

]. This means that anyone will be able to download the model and run it the=
mselves. Moonshot seems to be a DeepSeek part two: a company producing an u=
nexpectedly powerful, cheap model that has rattled American labs. More US c=
ompanies are lowering their costs by switching to cheaper Chinese models: F=
lo Crivello of San Francisco-based Lindy AI said it =E2=80=98saves us milli=
ons of $=E2=80=99. Last week, Anthropic and OpenAI issued several warnings =

Tech markets go into the week feeling generally pessimistic. As this intere=
