Now Burnham gets technical

Having solved the cost-of-living crisis last week, Andy Burnham is spending=
this one addressing some of politics=E2=80=99 most intractable problems. T=
hese problems have become so ingrained in our society that we all accept th=
ey need to be solved, while lacking the urgency to do much about them right=
now. Instead, successive politicians are able to get away with truisms abo=
ut the need for reform, without ever getting into trouble for not actually =
doing anything.
Today the problem is the education system in England and the way it focuses=
on academia rather than the technical and vocational skills that our econo=
my actually needs. The new Prime Minister has not had a unique revelation a=
bout the poverty of technical education in this country: instead, he=E2=80=99=
s largely repeating the truisms of his predecessors about improving it. He =
argues, rightly, that: =E2=80=98We=E2=80=99ve had a system built for too lo=
ng around the university route and it sends a message to some young people =
that they=E2=80=99re some kind of second-class citizens, and it=E2=80=99s j=
ust not right.=E2=80=99 And he points out that with the growth of AI, skill=
s are going to become more valuable.
All very well and good, but what really makes this push on technical educat=
ion different? Burnham is modelling his reforms =E2=80=93 which will see pu=
pils aged 14 encouraged to take technical classes at school, along with cor=
e subjects such as maths =E2=80=93 on the Manchester Baccalaureate. Rather =
than dictating from the centre (as Labour has been increasingly doing since=
returning to power), he wants to give local areas power over the type of t=
echnical education on offer, in part to respond to the demands of employers=
nearby. There are some places where the demand is obvious from large local=
manufacturers, like Barrow-in-Furness and Derby. Others, where the industr=
y is largely long-gone, or which have functioned as dormitory towns for ser=
vice-based economies, won=E2=80=99t find it quite so easy to define what th=
ey should be teaching their children.
It=E2=80=99s striking that Reform hasn=E2=80=99t been hostile to this annou=
ncement, and that=E2=80=99s because many Labour-to-Reform switchers tell fo=
cus groups that they see higher education as a bit of a con. The Tories hav=
e meanwhile been arguing that so long as it=E2=80=99s easier to be on welfa=
re than to work, young people aren=E2=80=99t going to care what they=E2=80=99=

Still, as Burnham will also find the more he pursues another reform with a =
long history of failure =E2=80=93 social care, on which he is due to pronou=
nce tomorrow =E2=80=93 the design is only a fraction of the problem here. I=
t=E2=80=99s also the political attention span for problems which are desper=
ately important but that keep being superseded by the urgent in politics in=
stead. And one of those urgent things is that we keep changing prime minist=
ers and wider ministerial positions so that no one is really able to be ten=
acious in solving the big problems.

Having solved the cost-of-living crisis last week, Andy Burnham is spendin=
g this one addressing some of politics=E2=80=99 most intractable problems. =
These problems have become so ingrained in our society that we all accept t=
hey need to be solved, while lacking the urgency to do much about them righ=
t now. Instead, successive politicians are able to get away with truisms ab=
out the need for reform, without ever getting into trouble for not actually=
doing anything.<br />

<p style=3D"margin-top:0;margin-bottom:0;margin-right:0;margin-left:0;" >
Today the problem is the education system in England and the way it focuse=
s on academia rather than the technical and vocational skills that our econ=
omy actually needs. The new Prime Minister has not had a unique revelation =
about the poverty of technical education in this country: instead, he=E2=80=
=99s largely repeating the truisms of his predecessors about improving it. =
He argues, rightly, that: =E2=80=98We=E2=80=99ve had a system built for too=
long around the university route and it sends a message to some young peop=
le that they=E2=80=99re some kind of second-class citizens, and it=E2=80=99=
s just not right.=E2=80=99 And he points out that with the growth of AI, sk=
ills are going to become more valuable.<br />

All very well and good, but what really makes this push on technical educa=
tion different? Burnham is modelling his reforms =E2=80=93 which will see p=
upils aged 14 encouraged to take technical classes at school, along with co=
re subjects such as maths =E2=80=93 on the Manchester Baccalaureate. Rather=
than dictating from the centre (as Labour has been increasingly doing sinc=
e returning to power), he wants to give local areas power over the type of =
technical education on offer, in part to respond to the demands of employer=
s nearby. There are some places where the demand is obvious from large loca=
l manufacturers, like Barrow-in-Furness and Derby. Others, where the indust=
ry is largely long-gone, or which have functioned as dormitory towns for se=
rvice-based economies, won=E2=80=99t find it quite so easy to define what t=
hey should be teaching their children.<br />

It=E2=80=99s striking that Reform hasn=E2=80=99t been hostile to this anno=
uncement, and that=E2=80=99s because many Labour-to-Reform switchers tell f=
ocus groups that they see higher education as a bit of a con. The Tories ha=
ve meanwhile been arguing that so long as it=E2=80=99s easier to be on welf=
are than to work, young people aren=E2=80=99t going to care what they=E2=80=

Still, as Burnham will also find the more he pursues another reform with a=
long history of failure =E2=80=93 social care, on which he is due to prono=
unce tomorrow =E2=80=93 the design is only a fraction of the problem here. =
It=E2=80=99s also the political attention span for problems which are despe=
rately important but that keep being superseded by the urgent in politics i=
nstead. And one of those urgent things is that we keep changing prime minis=
ters and wider ministerial positions so that no one is really able to be te=
nacious in solving the big problems.</p>
