Most parents of children aged 9=E2=80=9312 are holding the same position: "=
not yet" on the phone question. The intention is right. The approach is inc=
omplete. "Not yet" is only useful if it is followed by a plan a clear sense=
 of what "yes" looks like, what milestones precede it, and how a child move=
s gradually from supervised access to genuine digital independence. Without=
 that plan, "not yet" tends to collapse under pressure. A birthday. A peer =
group shift. A moment of parental exhaustion. And what follows is not a tho=
ughtful transition but a cliff edge: full access, overnight, with no prepar=
ation and no pathway. What the evidence says The APA's 2023 Health Advisory=
 on adolescent social media use is explicit: in early adolescence, the reco=
mmended approach is graduated oversight not restriction, not full access, b=
ut a staged, coached transition. The clinical framing matters: this is not =
a parenting preference. It is what the evidence supports. Ofcom's 2025 Chil=
dren and Parents report found 40% of children under 13 already have a socia=
l media profile. For families with children aged 9=E2=80=9311, the social p=
ressure is already present. The question is not whether digital access is c=
oming it is whether the family is ready for it. The OECD's 2024 Managing Sc=
reen Time report found that unmanaged, unsupported device access correlates=
 with significant learning impact over a year's worth of difference in acad=
emic outcomes between high and low unsupported screen use. The risk is not =
the device. It is unprepared, unaccompanied access. What a staged approach =
looks like A framework for digital independence is not a set of stricter ru=
les. It is a sequence of deliberately designed stages from first shared scr=
een to first independent device to first phone each with agreed expectation=
s, clear conversations, and a named next step. The most practical shift for=
 many families is language: moving from "you're not ready" to "here is what=
 ready looks like in our family, and here is where you are now." That chang=
e in framing gives children something to work toward and gives parents some=
thing to hold to. Instead of: "You're not ready yet." Try: "Here's what rea=
dy looks like in our family. Here's where you are now. Here's what the next=
 step is." For educators and safeguarding professionals The absence of a di=
gital pathway framework is not only a family issue. Schools increasingly en=
counter the consequences of unplanned digital transitions conflict, distrac=
tion, safeguarding concerns at the point when intervention is already react=
ive. A staged framework, introduced and supported at home before secondary =
school, is one of the most practical upstream interventions available to fa=
