 The fierce fight over America&rsquo;s lab animals

 The staff at the Oregon National Primate Research Centre (ONPRC) warned me not to look directly into the monkeys&rsquo; eyes. They explained that the animals could perceive eye contact as a threat. Easy enough, I thought. But as I rounded the corner to their sprawling outdoor enclosures, scores of monkeys rushed up to the fence, gripping it with their delicate fingers and peering at me with big amber eyes. Before I realised what I was doing, I had locked eyes with a mother monkey nursing a baby. I survived unscathed, but her stare was unnervingly human.


 During my tour&mdash;which was so closely chaperoned by a media-relations officer that I felt I had acquired an extra shadow&mdash;I stopped to chat with two animal-care technicians who were tossing apples into an enclosure full of fluffy Japanese macaques. They spoke about the animals with an affection that surprised me, telling me they knew many of them by name and felt it was a privilege to work with them. One even said the male monkeys had taught him a thing or two about caring for a family. The macaques&rsquo; expressions look familiar. The ways that they bicker and care for each other, too. There isn&rsquo;t all that much space between &ldquo;us&rdquo; and &ldquo;them&rdquo;.

 in America. These days the coalition opposed to it cuts across the entire political spectrum. It draws together libertarians and fiscal conservatives who want to reduce federal spending on science, members of the Make America Healthy Again (MAHA) movement who are sceptical of pharmaceuticals, progressives who have long championed animal rights, and mainstream Democrats and Republicans who believe that biomedical science has mostly moved beyond the need for animal experiments.  Both groups will tell you that public opinion is on their side. Those opposed to research on animals point to a Gallup poll that shows more Americans find the practice morally unacceptable than acceptable. The scientists at the centre cite a survey some of them commissioned from Ipsos, another polling firm, which shows something more nuanced: only 13% of Americans oppose animal research when they are told vets are involved. In other words, framing and phrasing matters. 


 This is especially relevant because some people in Oregon fear that opponents of animal research could pursue a ballot initiative asking voters whether the state should continue to allow animal research at ONPRC. If that ever happened the wording of the question&mdash;and whatever counter-initiatives it generated&mdash;could prove decisive. 


 But it also raises a broader question. Even if there were overwhelming public opposition, should that really be used to settle the question of research on animals? Taxpayers rightly expect some say in how their money is spent. America is also unusual among rich democracies in the extent to which many states allow citizens to have a heavy hand in policymaking through ballot initiatives. But frontier science is incredibly technical. Its benefits are often uncertain. Voters elect politicians to take into account expert advice and make complicated decisions on their behalf. 


 Animal research is hardly the only area where public opinion and science clash. Embryonic stem-cell research, AI data centres, nuclear power and gene-editing have all also prompted fierce debates. But it is a particularly emotive topic. Looking into that mother monkey&rsquo;s eyes, I found it easy to see why.

Putting things off exacts a hefty toll. One study published in 2013 ranked 22,053 people on a procrastination scale of one to five. Each increase of one point was associated with a drop of nearly $15,000 in annual earnings. Those who habitually engage in &ldquo;self-regulatory failure&rdquo;, as procrastination is also known, are more prone to delaying medical treatment. A study of 3,525 Swedish university students published in 2023 found that those who scored highly for procrastination were more likely to suffer debilitating pain.

         The staff at the Oregon National Primate Research Centre (ONPRC) warned me not to look directly into the monkeys&rsquo; eyes. They explained that the animals could perceive eye contact as a threat. Easy enough, I thought. But as I rounded the corner to their sprawling outdoor enclosures, scores of monkeys rushed up to the fence, gripping it with their delicate fingers and peering at me with big amber eyes. Before I realised what I was doing, I had locked eyes with a mother monkey nursing a baby.&nbsp;I survived unscathed, but her stare was unnervingly human.<br>
         <br>
         During my tour&mdash;which was so closely chaperoned by a media-relations officer that I felt I had acquired an extra shadow&mdash;I stopped to chat with two animal-care technicians who were tossing apples into an enclosure full of fluffy Japanese macaques. They spoke about the animals with an affection that surprised me, telling me they knew many of them by name and felt it was a privilege to work with them. One even said the male monkeys had taught him a thing or two about caring for a family. The macaques&rsquo;&nbsp;expressions look familiar. The ways that they bicker and care for each other, too. There isn&rsquo;t all that much space between &ldquo;us&rdquo; and &ldquo;them&rdquo;. &nbsp;<br>
         <br>
         I was visiting the centre&mdash;where scientists study things like reproductive biology and infectious diseases&mdash;to do some reporting for a piece on the 
          <a   data-linkto="https://" href="https://click.e.economist.com/?qs=ABB7InYiOjEsImQiOjQ5NTl9AAcAAAAABOP9ltntKtG0J8RZ6ax-l1x5WRcq_JjGNxIw7fkZdEYZigzaUApgFw0RZTV_XH5k79gau2-_VoUvEAOm95qUktBrmbcrvViwLtffxxzA" style="text-decoration:none;" title="weird politics of animal research">weird politics of animal research</a> 
          in America. These days the coalition opposed to it cuts across the entire political spectrum. It draws together libertarians and fiscal conservatives who want to reduce federal spending on science, members of the Make America Healthy Again (MAHA) movement who are sceptical of pharmaceuticals, progressives who have long championed animal rights, and mainstream Democrats and Republicans who believe that biomedical science has mostly moved beyond the need for animal experiments.          Both groups will tell you that public opinion is on their side. Those opposed to research on animals point to a Gallup poll that shows more Americans find the practice morally unacceptable than acceptable. The scientists at the centre cite a survey some of them commissioned from Ipsos, another polling firm, which shows something more nuanced: only 13% of Americans oppose animal research when they are told vets are involved. In other words, framing and phrasing matters.&nbsp;<br>
         <br>
         This is especially relevant because some people in Oregon fear that opponents of animal research could pursue a ballot initiative asking voters whether the state should continue to allow animal research at ONPRC. If that ever happened the wording of the question&mdash;and whatever counter-initiatives it generated&mdash;could prove decisive.&nbsp;<br>
         <br>
         But it also raises a broader question. Even if there were overwhelming public opposition, should that really be used to settle the question of research on animals? Taxpayers rightly expect some say in how their money is spent. America is also unusual among rich democracies in the extent to which many states allow citizens to have a heavy hand in policymaking through ballot initiatives. But frontier science is incredibly technical. Its benefits are often uncertain. Voters elect politicians to take into account expert advice and make complicated decisions on their behalf.&nbsp;<br>
         <br>
         Animal research is hardly the only area where public opinion and science clash. Embryonic stem-cell research, AI data centres, nuclear power and gene-editing have all also prompted fierce debates. But it is a particularly emotive topic. Looking into that mother monkey&rsquo;s eyes, I found it easy to see why.<br>
