Burnham pauses early prisoner release scheme

Hello and welcome to Thursday=E2=80=99s Evening Blend, on day four of the n=
ew Labour regime. Parliament may have been drained of its usual buzz by the=
summer recess, but politics has certainly not slowed down. The controversi=
al early release of prisoners, which plagued both the Conservatives and Lab=
our in government, caught up with Andy Burnham today as he imposed an emerg=
ency brake on the latest iteration of the scheme.
Under new sentencing rules, created as a permanent replacement for the emer=
gency measures introduced in 2024, more than 5,000 prisoners were due to be=
freed from September =E2=80=93 among them two of PC Andrew Harper=E2=80=99=
s killers. The revelation naturally sparked fury across the country, with H=
arper=E2=80=99s widow Lissie accusing Labour of =E2=80=98betrayal=E2=80=99.=
Amid the mounting anger, Burnham announced today: =E2=80=98No prisoners wi=
ll be let out under this policy until we have conducted an urgent review an=
d done everything we can to minimise the risk to the public. Where changes =
are needed, we will not hesitate to make them.=E2=80=99
Downing Street has undoubtedly made a strong start in differentiating Burnh=
am from Sir Keir Starmer, issuing a rapid succession of policy announcement=
s rather than endless pledges to conduct tedious consultations. But the pri=
sons row will serve as a serious reminder that the new Prime Minister has i=
nherited a backlog of deeply difficult policy problems that demand an urgen=
t grip.
The Sentencing Act 2026 will make most inmates eligible for release after s=
erving 33 per cent of their sentence, rather than at the halfway point. Pri=
soners convicted of sexual or violent offences, who are currently released =
after serving 67 per cent of their sentence, will become eligible at the ha=
lfway point instead. The death of PC Harper will by no means be the last no=
torious case thrust into the spotlight as release dates draw near.
Returning to Burnham=E2=80=99s cost-of-living spending blitz, this morning =
also brought news that the Prime Minister will slash business rates by 20 p=
er cent for pubs, clubs and gig venues. The announcement takes the running =
total of his new spending commitments to =C2=A31.8 billion, with the move e=
xpected to save a typical boozer around =C2=A31,100 a year.
Yet again, as with the promises unveiled earlier this week, details of how =
the measure will be funded remain extremely vague. That offers the public l=
ittle confidence that the Treasury=E2=80=99s books are in good order. Burnh=
am pointedly declared that =E2=80=98the cavalry=E2=80=99 had come to help p=
ubs because of their importance to =E2=80=98working-class culture=E2=80=99.=
His remarks indicated that he has no intention of abandoning the class-bas=
ed rhetoric so often deployed by his predecessor.
At a press conference on a sun-soaked rooftop in central London, Kemi Baden=
och seized on the announcement to warn that sweeping tax rises were on the =
horizon. While supporting efforts to ease cost-of-living pressures in princ=
iple, the Conservative leader insisted that Burnham=E2=80=99s approach was =
financially reckless because his promises had not been properly costed and =
don=E2=80=99t tackle the underlying causes of such high prices. She demande=
d that he rule out tax rises to fund the =E2=80=98spending spree=E2=80=99.
There is every possibility that Britain will wake up tomorrow to yet anothe=
r spending pledge. But uncertainty over who will ultimately foot the bill w=
ill continue to raise serious concerns across the political divide.

ontroversial early release of prisoners, which plagued both the Conservativ=
es and Labour in government, caught up with Andy Burnham today as he impose=
d an emergency brake on the latest iteration of the scheme.</p>

arper=E2=80=99s widow Lissie accusing Labour of =E2=80=98betrayal=E2=80=99.=
Amid the mounting anger, Burnham announced today: =E2=80=98No prisoners wi=
ll be let out under this policy until we have conducted an urgent review an=
d done everything we can to minimise the risk to the public. Where changes =

isons row will serve as a serious reminder that the new Prime Minister has =
inherited a backlog of deeply difficult policy problems that demand an urge=
nt grip.</p>

The Sentencing Act 2026 will make most inmates eligible for release after =

after serving 67 per cent of their sentence, will become eligible at the h=
alfway point instead. The death of PC Harper will by no means be the last n=
otorious case thrust into the spotlight as release dates draw near.</p>

expected to save a typical boozer around =C2=A31,100 a year.</p>
