Upcoming UK BNPL Regulation =E2=80=93 What You Need to Know
Dear Neil Stainton,
On 15 July 2026, the FCA=E2=80=99s new regulation for Deferred Payment Cred=
it (Buy Now Pay Later) will come into effect. These changes introduce enhan=
ced consumer protections such as clearer, upfront customer information, pro=
portionate affordability assessments and improved support for customers in =
financial difficulty.
As an FCA-regulated firm, PayPal is well advanced in its preparations for t=
hese changes for Pay in 3 and is committed to supporting you ahead of the 1=
5 July.
In most cases, no action is required by you as the merchant. If you offer B=
NPL through PayPal, the new regulation primarily applies to PayPal as the l=
ender, rather than the merchant. However, over the coming months, we will p=
roactively share relevant updates and guidance with you.

These changes introduce enhanced consumer protections such as clearer, upfront customer information, proportionate affordability assessments and improved support for customers in financial difficulty.<br />

In most cases, no action is required by you as the merchant. If you offer BNPL through PayPal, the new regulation primarily applies to PayPal as the lender, rather than the merchant. However, over the coming months, we will proactively share relevant updates and guidance with you.<br />
